local apache server: script uploads files fine, but w/ no permissions

local webserver, chmod777, php file upload can't view files

I'm stumped: My php script uploads my files fine. I did a chmod 777 to the directory I want uploaded files to go, but when I upload to that directory (with php) none of the files have permissions, but the files are there. What's going on? Why can't I view the files I have uploaded?
