the minimum and maximum a person can charge for php development work

$minimum_rate=(60*60)/time(); //minimum rate, from seconds
$maximum_rate=1/$minimum_rate; //maximum rate

You get to pick your own currency. Custom has it not to charge for development work undertaken to answer questions at WebmasterWorld...

ashish21cool, sorry if I wasn't clear in my previous message.

60*60/time() is currently about 0.00003, and 1/ that is about 330,000. By which I meant - there is no maximum rate nor is there a minimum rate. There is no union of PHP coders which sets industry standards - rates are as high as the client agrees to pay and as low as the programmer agrees to go.

From a personal point of view, I have written PHP for as little as $0.00/hour for a friend, and for $500+/hour in other situations.

Needless to say, hourly rates are largely meaningless. I'd be happy to pay $100/hour+ for a good PHP coder, whilst I'd not want to be paying more than $5/hour for a poor one.

. . . and again it depends on where you are located and which market you are in.

you can charge whatever someone is willing to pay

small or large business makes a difference. Maybe a better way to say that is the size of their budget is the most valuable information you can have when quoting.
