Superuser can view/edit relational options, but other users can't

I have PHPMyAdmin 2.5.2 running on a server. I can log in as the super user and create and use the relation view. If I create a user and log in and try to use the relational view, I can't.
What's up?

If i were you I'd read the phpMyAdmin docs @ [phpmyadmin.net...]

You can assign rights to different users, but you have to use MySQL directly to create the rights through tables, fields, and records.
