Development cost - is it worth it?

This was my quest for an Indian web development team:

"I am in need of a system where I can upload documents (word etc) to my Apache server. Documents should be arranged in FOUR main categorys, each category should be divided into several sub-categorys.

Uploaded documents should be easy to delete. Each uploaded document should have following metadata: document_submitter, document_type (in order to symbolize f.ex Word with a small word-icon etc), document_uploaded_date (with date format d M Y), document_sub_category_name, related_e_mail, related_website, and a download/view link.

Each document MAIN category must be presented on a listing page hiding the originating folder. The listing page I intend to include on other pages. Totally four listing pages.

Each listing should be limited to 10 docuemnts with next 10>> reference at the bottom (or similar).

It would be insane cool if it was a counter counting and displaying each document download.

Documents may be replaced by newer documents with SIMILIAR name, hope that will work.

It should not be possible for anyone to access the folders where the documents are.

Only me, and maybe some limited others should be able to upload/delete documents and metadata.

The preferred technology is PHP (4x) and MySQL. I will do all design and implementation myself"

They told me that they would use about ten days for this and for a total cost of 350 USD. Is it worth it?

it's very difficult for us to assess whether something is worth it or not as that would have more to do with your business than the actual cost or what you need developped.

If you can't do it in 10 days and it would cost, of your time, more than 350 to do and it fits in with your business then it may just be worth it

Hard to say without some kind of specification (at least few drawings), but it looks like about 24 hours project to me (3 full days). Total depends on hourly price. In my experience Indian freelancers usually get $5-$10 per hour.

Would suggest you to post the project on few freelance sites, and you'll get idea about what it worth. Why i'm saying to post on few freelance sites? Because when first bid is posted other bidders tend to bid based on other bids.

Try searching for something like best freelance sites list to get some info about top performers, including their aging information.

Do not post on "young" freelance sites which are online for about a year. The oldest usually the better, because of more active freelancers thus more competition => less cost.
