I see the site loading very slow. and some times i get an error saying " connection timed out". Is there any free third party tool available to check the page loading time and which will email me.

There are free tools to check server status which would email you when site is down. Google for "monitor server uptime"

I don't know how much this will help out though a buddy of mine cut down on response time of a page by making the page load static content. If regular static html pages load slowly however the first thing I'd check is to see if the server is choking on virtual memory (as in it's run out of physical memory).
