Chinese, Vietnamese, Hmong, etc. character encoding

Ok, so I'm building a sort of multi-lingual supported website and I'm not sure how to even get started storing some of this data and even showing it (using php/mysql).

Errr, any thoughts on how to get the ball rolling I seem to be quite stuck right now. Thanks.
