CSV parsing help

Hi everyone,
I am working on making an election result page for my website that works off of a CSV database that would be constantly updated throughout election night. I don't know that much PHP, but I learn pretty good as I go along.

I'm not sure how to get the CSV file to work with putting certain races on certain pages and certain values in certain areas.
