PHP MySQL Premade System?

I'm looking for a simple way to setup my own website (I know design, I don't know PHP/MySQL) so that I can run about 30 websites and easily be able to change constant/static data around and it is then updated on all pages.

An example would be like running 40 software sites that has version numbers for each product. I want to login to a backend and update the version number and product text and that gets pushed to all sites instantly.

Is there such a system customizable online that I can purchase or view? Or is this something that definately requires a programmer to be hired from elance?

I think you are looking for a CMS(Content Management System). Look through programs such as Joomla / Mambo / Drupal / Typo3.
