I am looking at dreamcost Host Admin for a site. I don't know PHP and need to know if anybody has experience with this. Is it worth it or should I look at something else. I also need to hire somebody to set it up for me.

I have never used that before, but it looks pretty comprehensive and if it does what you are looking for I don't see why not. Installing shouldn't be too hard, you should give it a go yourself before trying to hire someone. You might learn something pretty useful in the process.

They can install if for you but they will only do the default install. I want to use my existing site look and feel with some new changes. I am not a developer.
