A forum in PHP and a forum in ASP. Which is faster? Why?

I heard that PHP is faster.

depends entirely on how well the thing is coded.

Don't think there's very much in it really - use whichever you feel more comfortable with.

I think the web host you choose and how many accounts they have allocated on the same server is a big factor. Even if a forum script is optimized, having your web site on an overloaded server will still make the forum run slow. I use miniBB forum because it is coded for speed. It doesn't have all the fancy features, but that is partly why it zips! :)

You might want to try 1and1.com. They just opened a new server center in the US and they give you free hosting for 3 years. Their servers are probably not yet crowded. In Germany, their hosting service is very popular.
