incident support system

incident support system for pay per use support needed

Looking for a support system that works in a pay per incident fashion. needs the following:

• php / mysql or php / postgresql
  
• support for paypal a must
  
• support for multiple other payment gateways
  
• variable pricing for differant kinds / levels of support.
  
• very customizable
  

I'll develop one if i have too but i'd rather not reinvent the wheel.

any ideas or links?
