I want to create a page which has no content but only has a javascript script for collecting stats and a 301 redirect to the parking page of my domain. How should this be structured on the page. A skeletal outline is really all I need.

why not put
javascript script for collecting stats
on the top of
parking page of my domain
and get rid of any need of a redirect?

Most PPC parking programs don't offer you the ability to put this kind of stuff on the parking page, as far as I can tell.
