I have a copy of phpbb2 running on my backup machine that I have never opened to the web. If I remember correctly, it took me about 30 minutes to install while I was working on other things at the same time. So, a rough estimate might be 15 minutes.
It seems to work rather well but I cant say that I would recommend it. I have done "some" research on this particular forum script. It is my opinion that, due to the fact this script is freely distributed, it gets hacked far too often.
As for the other choice, I have never used it at all.
I'm assuming that, since you asked the question, you do not want to create your own script as I am doing. I cant blame you either. LOL. I've spent the better part of 2 months (part time in the evenings) writing this thing and still not real close to finishing it. However, I wanted something that every hacker on the web cant get a copy of the source.

anyway, both forums are good i have used both and am running phpBB on one of my domains. it suits to your needs also. however personally i will refer vBulletin
When software is open, others can more easily scrutinize it and find holes. When you run php the people on the recieving end have not idea what is happening on the server. That makes it much more difficult to hack. For mediocre hackers, it is easiest to go for the easy targets. I suspect if there is a hole in a common forum, you can find lots of info about in via a quick google search. If there is a hole in a homemade forum it won't be as easy to find.
Some call this security by obscurity. While security by obscurity is considered bad practice, it can be effective.
Open source is good and has its place, and often patches are created for the holes that are found. Still, once many people install their forum they likely move on to building it and don't bother to check for updates until something breaks. That can leave them exposed.
