PHP forced reload after submit

Hi,
I have a frame in my site where you can post a message (some sort of "chat"). After clicking submit, the frame reloads in your browser, BUT not in the browser of the other persons that have this page/frame opened... I would want a PHP script (that loads a 1pixel image on the site) that would scan (checksum?) the "latest messages" file to see if it changes (every 3-5 seconds) and if YES, it would force a reload from the server, of the "chat" frame in everybody's browser... Is it possible? I am not a PHP programmer so what I tried was like... total krap... I screwed up the complete frame so I ask for your help... :)

Also, when a visitor comes on my site, browse to somewhere and then decides to make a shortcut, the shortcut points to the frame in where he clicked, or to the page where he is, "inside" my site. Is it possible to force the shortcut to point to index.html even if you clicked in "left_corner.html" to make the shortcut?

Thx... I'll search for more info on the forced reload thing...
The plan is to put an 1X1 image in my frame, and with this pixel reloaded every 3 seconds, I can check the archive to see if it changes... and reloading a 1x1 image will not hurt the connection...
Anyway... We'll see!
