The primary reason I submitted to Inktomi was because of the 48 hour refresh and link to MSN. It provided me a foolproof way of quickly evaluating any changes I made to my web site. Their new program includes a CPC component which I will not be a part of.
Can anyone suggest another pay for inclusion search engine that will allow me to quickly gauge my SEO efforts without having to pay a CPC?
If you're keen on a pay-for-inclusion service that's similar to the old Inktomi offering, the only genuine option is to use Teoma's PFI system. It does the same basic thing, but takes seven days to get indexed with reindexing being every seven days after that. Like Inktomi, results from Teoma are used on other search engines - most notably Ask Jeeves.
The Teoma PFI is available through Position Technologies, Ineedhits and other resellers.
If you're after a way to test how updates affect your positioning, there's always the GigaBlast search engine. GigaBlast have a near instant 'add url' feature which is great for checking the success of your changes. Unfortunately, this has been down for a couple of days but as far as I know, you can generall submit pages already in the index and they will be respidered almost instantly. You'll also find the algo used is pretty good and compares well with those used by the bigger players.

There are a lot of smaller PFI engines out there but I am not sure what traffic they bring i.e. whatUseek.
One thing that everyone is missing about OSM, is that it did combine three PFI engines into one. That is Inktomi, AltaVista and Fast. Yes it does have a CPC cost. However, to get a URL into OSM, is cheaper now than getting a URL into all three. Again, I know there are the CPC costs but don't forget you can limit it to country or geographical regions (better than not being able to!).
Ask Jeeves is still flat fee per URL PFI. As pointed out it is available from various resources, including Ask Jeeves themselves Ask have been really growing their traffic lately (including buying Excite) and are increasing their marketing efforts.
