Every page on the site has been spidered by Ink between 3 and 7 times since early November. However, only two pages (home page and one other) appear in the index as of today.
I'm debating going the PFI route, thinking that the rules are changing for which pages Ink will include.
Should I give up, or should I wait a while longer?

The greater risk was waiting 6 months to maybe get more pages in and then waiting who knows how much longer to see a difference if adjustments were needed, which is generally the case.
I've got one old site out there with a page that's been changed 3 times and is still showing what was there last April according to the HotBot date. The title reads for summer stuff, and has all winter. That's far too long; on a site where time is of the essence PFI is the safer choice imho, as long as not too many pages are involved.
Just interior pages, I wouldn't do an index page.

site:domain.com will only ever show 2 pages indexed, but that is not accurate.
Try using advanced search at msn.com.
Type the domain name into the search box and the domain name into the domain box. This should show all pages indexed, not just the default 2 you usually get.
The index page generally gets found through a link and indexed pretty quickly, with others following who_knows_when. There's a difference between pages picked up with the regular crawls and the PFI pages. I'd just as soon keep the paid separate and not get anything confused where the index page is concerned, since that's the one the links point to.
That's generally, and what I feel more comfortable with in most cases, but I'm sure others do it differently with equally good reasons.
