someone recommended business.com but when accessing sites from their directory a frame with 3 ads is placed on top. Why pay at a minimum of 99$ for this? Or am I missing something?

Quite true. There are many bargains like this to be had if the business.com category receives a lot of traffic. :)
Yes there might be some traffic in the appropriated category but I would also have liked it to give some PR/show as backlink.
In its current state I doubt this would happen.
