I have a main website (www.mydomian.co.uk) which consists of many language specific sub folders (www.mydomian.com/es, www.mydomian.com/fr, www.mydomian.com/br etc..) I want to submit each language specific url to the fast network in order to achieve worldwide results throughout the network -would this work? Following this i intend to do the same in Inktomi, Teoma and any other engines you suggest.
I am new to global promotion, is the above method a good strating point? Where next! Help, help, help, I have been searching this site for answers but i have not identified any conclusive strategies.

If you are serious about promoting the site in different countries I would suggest to try and get local links. Covering the local directories will most likely get your local pages indexed, and it's likely to be more effective and cheaper in the long run than doing PFI.
Taking into consideration that my client is expecting fast results and that they have a very high budget would you recommend PFI into the indexes listed above?
I plan to submit to the local engines and directories, the above method is solely for the purpose of gaining rapid global visibility - is this the way?

It would be a part of the way. IMO. I would additionally consider Adwords, and Overture.
Just keep in mind what Susanne said about Google: It gives you the broadest reach worldwide. Getting into Google can be done very quick, provided cash is no problem. Buy links from directories or elsewhere, and you'll have fast results.
