Inkomi's Web Search 9

I have been onto Inktomi to look Web Search 9 up but it doesn't answer my one and only question.

Will it be or is it a search engine. Or will it be just for supplying results to the likes of MSN?

It's a product with a specific set of features. Ink has no portal of their own at present but we are all waiting to see what Yahoo does after they buy Ink.

I was looking at the Geotargeting feature: "Web Search 9 allows paid inclusion customers to include or exclude their listings for up to 30 global regions." Seems like that could be useful for the regional Yahoo's.
