A lot of people are onto this little idea, however may I warn you of the following:
1, There are professional domain scammers out there waiting for these domains to be dropped so they can re-register them for spam,porn and other purposes.
2, Do NOT buy the domain for its PR, or backlinks (other sites, Dmoz, Yahoo) - they can drop within days, weeks or months.
3, You could be taken to court (or laternatively get unwanted legal case built up against you).
so the morale of the story is along the lines of:
eg: YOU run a site for Mp3 fans, a very popular site for mp3 fans has been shut down and now their domain expires, fine grab it etc.
If its targeted traffic, then its worth the risk, otherwise do NOT bother.

Is there any way of Google "resetting" a domains status after it expires in whois?
Im sure there must me a way of doing this (technically).
I understand this would lead to the problem of people (ie spammers) letting the domain expire and then re-registering, but at least it would leave the domain open for repurchase by others.
Perhaps expired domains could be flagged for inspection? Or would this be a too large an undertaking?
It just seems a waste for a domain to be left in the sidelines because a previous owner misused it. Also it would reduce the problem of people buying an expired domain and suffering a penalty through no fault of their own.

I would not recommend buying expired domains. You never know what someone did with them before, and often the backlinks drop faster than you ever would have expected.
It seems to me that domain names are not much different than telephone numbers. Eventually you run out of numbers and they have to be recycled. Although I don't own any, it bothers me to think that Google would extend previously applied domain penalties to cover legitimate "second hand" sites without some sort of human review first.
I have not used that software, I am in Korea and someday i accidentally came accross a domain which was at the top of Yahoo and I noticed that it was a dead link
I went to whois and found out the owner has abandoned the domain, It seems they did not know that the domain was on the top of Yahoo. I bought the domain for about 20 US Dollars and sold it for 1400 US Dollars in 2 weeks.
