Is there any reason why I couldn't design a special page for PFI, optimized for that particular search engine, that points to the rest of my site, but has no returning links?

No not really, it might be hard to get a good ranking for a competitive keyword, since PFI doesn't give you a boost in ranking.
You also have to find a solution that works good for the user so that he/she really conntinues to your site.
