I built a very deep and relevant site the first time around (IMHO) but my keywords were ones never searched on. (Proud moments.)
I did recently reserve another URL: java-resumes.com but no work has been done there. I thought maybe I should have a test site since I am so hopelessly lost.

Add some variety to your titles and try and focus each page at a search term. In essence you need to build the site around your targeted keywords.
Are you suggesting that I select different keywords/phrases for each page? Then do I need to have a certain density of keywords embedded in the text/other hooks related to that page?
It appears that your title and description tag are the same on the couple of pages that I looked at. Definitely change these around to get more keywords in the title and description. I looked at your "clients" page and it basically just listed the clients. Why not put in some ad copy with relevant keywords and then have the clients listed?
Is it possible to secure reciprocal links from your clients and then have the text link to you say something like " Positions filled by Iquestconsultants: The personal service web site for IT contract staffing"
