web host recommendation?

I am looking for a web host that allows me to edit the .htaccess file, so I can add a mod rewrite command.

I am with westhost and tried to do it, but there doesn't seem to be a .htaccess file, and if I upload it it ignores it.

Most the people I know who use westhost say that the .htaccess control is great. Are you sure that the file is valid?
