I have not found where MSN prefers a regularly updated homepage anymore than any of other SE's. We update our homepage a few times a month. But remember, just because you update your page doesn't mean you're positioning will stay the same, improve or decline. SE rank works of each SE's algo. So, you still have to maintiain the proper page structure and proper content as required for each of the SE's, and yes even MSN.
