one thing i had to ask is what about H2 and even H3 does any of these tags really do help you more on the engins.

Yep! Think of it this way: when you write markup, you are giving hints on what the contents of each tag is. So if you just write a paragraph, the P tag says 'I'm just part of the content'. But if you wrap text in a Hn tag, you are whispering to the bots 'this bit is a little bit more important, it summarises what this part is about!' Its all a hint, and people and bots don't always listen to hints... but sometimes they do :)
