Hotmail redirecting to Bing?

Hotmail is down again. Umpteenth time in a few months.

When I type-in direct to hotmail.com, I am redirected to bing.com.
Is this how Microsoft raises awareness of its new search engine?

I'm sure bing is seeing a traffic spike right now. If this tactic works, great - they could start buying other high-traffic sites, and just redirect it all to bing. MS could buy Techcrunch, boingboing, XKCD, FailBlog, etc etc. Just redirect them all to bing.

Sure it's annoying. But isn't most advertising? it gets the badda bing out there, doesn't it.
