It should be, because it's seeming like it now, on and off. It looks like they're sniffing for location by IP and delivering a link under the search box going to a location-specific map & info page. I get this one (Los Angeles):

[maps.live.com...]

Refresh a few times and see if you get a link for your personalized location.

I've been getting the "new look" all along, since the 11th.
