How Much Attention Does MSN pay to link text?

I've been interested lately in improving my rankings in the MSN listings. I was looking for common factors within the top ten for my search term of interest. The one thing that seemed consistent was that their link text percentage was between 9 and 16%.

My impression of Google is that they like a somewhat low %, which may explain why many do well on one engine and not the other.

Any input would be much appreciated.

Title, description and body are weighed heavier.
Links only need the root of the keyword.
Widgets atlanta
you want widgets in the link, atlanta won't help much, or isn't necessary.
Don't know why this is or how they do it but the pattern repeats.
Keywords much like Google, need them but only once.
H1 tag may be helpful but very low priority.
Alt tags not needed at all.
