I have seen many websites that practice the same policy. Is it OK to use duplicate <TITLE>, meta description and meta keywords or is it spamming?
I have also seen these websites appearing well on serch engines. But as the search engine policy changes from time to time, do you expect it to be banned in near future?
Also, if you have similar experience, and it is OK to have two <Title> and meta description, should we use completely different <Title> and meta description or should they be same just to add more weight to keyword density.

But I have seeen on Google, both the descriptions are visible to the user if searched for a particular key phrase
for example
Title.....(containing repeated key phrases)
offers A, B, C, D Blah1 Blah2 Blah3. Our A Blah ... Blah.
offers A, B, C, D Blah1 Blah2 Blah3. Our A ...
url....
where A, B, C, D .. are all keywords used to form Key phrases in <title>

What you describe seems to be a very long title, not 2 titles?
As far as I know Google doesn't list such long titles but simply cuts them off.
What did you search for?
What was in the title in Google's serps?
What was in the description?
And what was in the source code in Google's cache?
Please remember - simply because you see something different on a site that is ranked well... does not mean that something is why?
Duplicating anything is bad... it may not get you penalized but this does not mean it helps you, nor does it mean at some future point that it becomes an abusive practice by others that notice, and then you all go to the bottom as the penalty cards get handed-out.

What all did you do to get a to 10 ranking with such a less number of keywords? Are your keywords highly competitive?
I have tried the same many times but could not achieve a good ranking for the targeted key phrases. So, generally I practice repetition of keywords 3 times in <Title> and Meta Description to achieve a top 10 ranking.

I also acheive the same for some of my keywords but its not the same for every targeted key phrase.
What I understand is taht you include targeted keywords in title, meta description and <H1> heading </H1> tags.
But what do you mean by split the site down as much as possible
Do you mean that you use keywords very frequently in content.
That's what I do and I also add keywords in text links and alt tags, but how could I not achieve such results for 5-7 words title?
How long is the page content? and how many times do you repeat keywords in it (just an average)?

Also for the content, it all depends on the website. Sometimes I even do with only one pragraph of keyword-rich content while at other times, content may be of 200-250 words with keywords scattered all over the content.
But it is not always possible to add keywords in client's websites page-content and if the page is to be focused on a lot many keywords & key phrases (all required as client might be reluctant to use different pages to target different keywords), I even use 20-22 words in the title focuusing more on the primary key phrase.

Other things are in play here... after 60 characters (or about 5 - 7 words -- Google cuts off the title and no weight is assigned > what-so-ever.
Repetition in title doesn't really help much either... all you are really doing is limiting the variation or combinations of words you could have, as well making your listing "less appealing" for the user.
In the big picture -- bad text copy may help rank you, but it does not help sell you.

I do not agree with you in this regard. I have sent you a sticky mail with an example. Please go through the mail and do tell me what you think about it. Also, I feel the content of the site is not also good enough and use for exporters and manufacturers who want to enter into Indian market as it provides some info about indian industry and a database of indian exporters, manufacturers and suppliers.
What I meant by keyword rich content is not just placing keywords but to utilize them in good copy of web content wherever applicable. You made add a line or two to make it keyword rich if necessary.

IMO nope, most people just scan sites looking at pictures and not reading the text, all of my clients are in the UK and despite saying throughout the site they are only interested in UK enquires still get requested from around the world, some have now in large red writing on the contact page “UK ONLY” but still to my amazement get enquires from the US/Europe
