I would like to discuss the following DUMMY title and meta tags.
1. Are the following appropriate for a company for Widget workshop based in Tucson, Pima County, Arizona.
2. Are - (dashes), / (slashes), & (ampersand), and other special characters a hinderance in SEO.
3. Are the Meta description keywords OK or would they be considered spamming by search engines.
According to previous postings here and through my experience,
I found that using widget, widget, widget... more than 3 times are spamming
But widget, blue widget, widget workshop, widget supply, blue widget supply, gold widget, widget software, software widgets, blue widget, blue widgets, .... are completely different phrases and so are not considered spamming. Am I right?

Please do not mind, if anything wrong with key phrases as I am not so familiar with "widget" and its combinations.

I think you focus too much on keywords.
Your title is way too long. Try to make it between 5 or 8 words.
Your description is supposed to offer a solution for what the visitor is searching for.
Dont bother too much about the meta keywords. Avoid using words that does not appear on page and avoid using "widget" more than 3 times in it.
Put your best efforts on page content.

No, I do not focus on meta keywords much. I know there is much more to do for SEO than Meta keywords. I have been using the same strategy for some of my clients and they are ranking quite well on search engines. But I got a mail from another SEO that this type of Meta keywords may be considered spamming. So I thought, it would be better to ask some well-experienced SEOs and change the strategy if needed.
Also, I have experienced that many websites have title even longer than what I gave as an example and they are ranking quite well on the search engines (they may also have keywords appearing 3-4 times in the title). But with a short title, the page might not rank well on search engines as keyword density for the particular page and competitors page might differ in the title although it might be the same for the page content and link popularity.
Can you please provide specific answers to the following:

I also prefer not to repeat keywords more than 3 times but what I wanted to ask was if widgets, blue widgets, gold widgets, color widgets, widgets workshop ... considered different or same (i.e keyword "widgets" or different key phrases altogether).

Dashes are ok in the URL, not the same as what's ok on the page or in the title.
Meta description: about 25-30 words, attractive to read because it's displayed sometimes and kept focused on the primary phrase for the page.
Meta keywords: focus on the main phrase for the page, repeat an individual word three times, separated by three words in between occurrences. Don't include words that aren't on the page itself. Keep down to approximately 200 characters, less is better. Too much just weighs down the code on the page and this tag has little or no value.
Limit each page to a primary keyphrase, possibly a variation or two if it's not competitive. If there are more keywords and phrases to focus on build out the site and increase the number of pages.
Page title: the most important of all, limit to 9 words, sometimes shorter. Vary the length on different pages. Use the primary keyword for the page toward the beginning. Don't repeat the same phrase, but you can repeat a word in the main phrase further in, used in a slightly different way together with another word to give an alternate phrase.

What do you mean by this? Is it OK to have dashes in title and description or not?

Are each of these key phrases allowed be used 3 times each or widgets can be used just 3 times say as widgets, blue widgets, gold widgets only.
(Though I do not wish to repeat them 3 times each but I would like to repeat widgets in different phrases as such.)
I understand the use of specific keywords for specific pages with a little variation. This is just a dummy example as I am not aware of combinations of widgets that can be used on a particular page. Say, If I target a page for widgets workshop and widget supply arizona, would this be fine?

1. you cant use html, or double quotes in meta descriptions or keywords
2. As far as my experience goes mega short titles are best. even going so far as one to three words. More than that just dilutes the power of the others. Use very short titles for your home and main section pages.
3. Marcia has given some advice on meta desc's keywords - and though i have some differences with her on meta keywords (I tend again to use only a few words in the meta keywords) - you are well advised to listen to the expert and experienced advice from Marcia. She has a wealth of experience and wisdom!
4. i would tend not to use special characters such as & in metas. I have seen and assume they confuse some parsers. Quick advice is avoid them. Also avoid / \ > < in metas and titles, or even their enocded enquivalents. In meta keywords they are a waste of time. dashes "-" are OK.
