Which content for search results with mixed search intent?

Hi! If i have to create content for a local business for a keyword which delivers totally mixed search results, like e.g. …

0.) Local snack pack (commercial)
1.) Guide (informational)
2.) Business, but not local (commercial)
3.) Job listing portal
4.) How to (informational)
5.) Local Business (commercial)
6.) etc.

How do i identify the main search intent to know what content i should deliver? The only thing i can exclude is job listings, because the business has none.

If you are creating content for multiple sites and they have different objectives, I would ask the site owners to provide direction. They should know their market well enough to give you starting points. Ask them what their primary and secondary goals are so you can create the kind of content to help them attain their goals.
