Sometimes plural use can exceed a singular keyphrase or phrase.
Last year one of my keyphrases was used alot and attempted to pick up the domain but the singular word was taken so grab the plural.
This year the plural is use almost 10X the singular (good forward thinking on my part), well by default anyway.
Most times it's 50/50.
I do recommend that use Wordtracker numbers sparingly. On average 50% of the potential use is non-relevant (e.g. results are based on meta-crawlers results).
In addition, many, many people use automatatic rank checkers and manual searches to check their own listings therefore this is potential use but limited click-through potential even if listed at #1.
Wordtracker is good for ball-parking but rarely do the numbers reflect factual targeted use.

i also checked on kanoodle.com tractors has 1200 per month
and tractor has 250, kanoodle has less than 20 million searches.
how can wordtracker has 2523 for 60days when a small
ppc like kanoodle reports 1200 in a month.
my question is, should i target the keyword tractors
or tractor?

This seem vaguely familiar...
First I assume you are reference to WordTracker's "count" vice a specific search engine.
If so this is per day, however this is based on all search engines, directories, and PPC combined.
The numbers of tractor & tractors "count" are rather meaningless (but I suspect the bulk would still come from Google/Yahoo with Google having the greater margin.
Kanoodle - is a different story. I again suspect this 1200 per month is based on estimations over a shorter span thus if a peak day had 40 uses, every day is assumed to have 40 uses (which is very unlikely).
Targetings tractors or tractor -- I expect that "tractors" if PPC, my money would be on plural (if you indeed have more than 1 tractor on-site), if optimization I would bet that plural would be signifcantly more competitive (my assumptions however is solely based on businesses that deal with this have more than one or assume their markets would be looking for a variety).
As before -- a good keyphrase usage rule to following by is divid all value by 50% - as this tand to be more representative of actual targeted use vice example: another webmaster looking to see how he ranks.
The count is the number of ACTUAL times the search word in question was found in the database. The 24 hour figure is a predicition based on market share and other factors, so there is more margin for error.
As fathom puts it Wordtracker is good for ball parking. I find the thesaurus (which most people don't scroll down to), invaluable in finding alternatives, which is really important when you are trying to compete in a market that can be saturated at times. But take it as gospel, in the same way you don't take Overture figures as gospel.
We were bidding on a keyword on Overture UK that last month had a few hundred searches made and because of circumstances (which we predicted, but not in the scale we thought), we ended up with over 6000 clicks in less than a week, all at 5 pence a click.
If you want to test a keyword out then throw an ad at Google Adwords select, you can usually have conclusive proof as to whether the keyword is popular or not by both clicks and impressions and usually inside a day. Works a treat.
I expect that "tractors" if PPC, my money would be on plural
On some PPC's you pay for one you get both, on others you buy them both seperately, so if you chose "tractor", you'd get "tractors" thrown in and vice versa. The tell tale sign on Overture is the difference in price for singular and plural.
