Composing Title Tags targeting Two or more Keywords

This is quite a newbie question but I'm still trying to understand the behaviour of the SE's in this matter.

Let's just say there are two keywords to consider:

best keywords - 2,000 search volume and 2M competitors
organic keywords - 1,000 search volume and 1M competitors

You want to target these 2 keywords on a single page. What would be the best title composition:

a. best organic keywords - brand name
b. best & organic keywords - brand name
c. best keywords & organic keywords - brand name
d. best keywords | organic keywords - brand name

Try the Google adwords keyword tool and switch the results to "exact match" to get an accurate count on how many times each is searched for. Go with most searched for unless one combination has significantly less competition.
