The Google Adwords Tool [adwords.google.com] does let you choose a variety of languages to research your keywords. The option is perhaps a little hard to spot (and requires javascript). The text is "Results are tailored to..." and then you can hit edit to choose both languages and countries.
If you're happy with the results from the tool generally, then I would continue to use it for non-English keyword research.
I did know that the Google Adwords Tool allows you to chose other languages, but what I meant was that it was only working good for English, because for example for the keyword "hotel", that has the same spelling in English and Spanish, even if I was choosing the language Spanish, the results were very similar to the ones for English (no Spanish synonyms).
I have taken a look now and it seems like they have improved the tool and it works well for other languages as well.
