Ranking for Competitive Keywords

Does anyone have any tips for moving onto tougher\more competitive keywords

Over the last 6 months I have working on ranking well for key words in the 1000 to 2000 range on the overture tool. For most of those keywords I have made it in the top 15. Some of the keywords I now rank in the top 5, others the top 10 and still others in the top 15.

I have 4 major keywords I would like to really start working to rank for, which each rank in the 12000 range on overture. I have written some good copy and from time to time place appropriate backlinks for a few of the keywords I am working on. One of the keywords I have really been working hard on. I am now ranking in the 150 to 350 in the SERP for those keywords, but I am having a hard time getting Google to associate that keyword with my desired page much less to start moving in the right direction in the SERP. Every week or so Google has associated that keyword with a new page. No matter what I do.

I am starting to realize that the game is played differently when the keywords are much more sought after. So my conclusion is that I should probably start backlinking with the desired anchor text to more than one page, so that in some way google with start associating the whole site with the competitive anchor text and not just on page. Am I right?

I am really stumped. I have two backlinks from .edu, and one of them is using the desired anchor text. I have several sites that I run, which are backlinking with the appropriate anchor. I also have friends with PR5 backlinking on my key term, but still I have not been able to get things moving.
