Yep, too many repetitions. Everyone does it differently, the way I learned was no more than 3 repetitions of the same word and I try to keep three words in between occurrences of the same word. And only use words that actually appear in the page text.
It's best to have a page to target each phrase anyway, so for:
>>>bird, bird house, bird feeder, bird identification, robin bird, wild bird
You could have birds as the site theme, and a page each on bird feeders, wild birds, robins plus other species, and for bird identification use a variation on the page of "identifying birds" which could in turn link to the pages on the individual species. That way you're getting the singular and plural on the page with two closely related phrases saying essentially the same thing. People search differently. Then, if you have the phrases in link text to the pages, it ties it all in.

The first many are from my monthly site statisics... what people have actually searced for. In the order they were used.
They are followed by other words I think might be used. I figure if they aren't listed they can't be used.
I have pondered this (and worried about being a spammer) for a long time. In general, I've been very successful in coming up at the top of the first page of results in most search engines. So I doubt that I'm being labeled a spammer.
On the other hand, I can't seem to get into a few search engines such as AltaVista. So maybe THEY are labeling me one!?!
One thing I have done is to look at the keywords of other websites that do well in search results. And I often see what would be called spamming... with no apparent negative affect. Which is why I haven't worried about it so much.
On another point... I assume that if someone searches for "bird house" you will have a better chance of them finding your site if you list "bird, house, bird house,..." rather than just bird and house.
If this weren't true there would be no need to list phrases and we could reduce a lot of repitition of words.

As far as getting penalized at other engines, I don't think you will have trouble. A search engine only penalizes techniques that are effective at manipulating their algorithm. Since no engines place any significant weight on the keyword tag, they aren't going to spend valuable time and resources coming up with filters to police it.
