Need help understanding Overture results

I just used Overture's keyword research tool to search for the number of times people searched for a certain city and state.

The first result, the most popular, was just "city state"

The next 29 results were exactly the same except each had a different widget maker all in the same category. For example, the 2nd result was "maker1 city state" and the 3rd result was "maker2 city state."

This continued on through 29 different makes of widgets. The particular city I'm using isn't very large and doesn't have exotic makers, but some exotic makers showed up as popular search phrases. According to the results, some were searched hundreds of times in October.

What would cause those results?

Maybe it's an SEO'er using software to track something.
