How many is too many?

Is there a limit to the number of keywords you can use?

You could also, in my opinion, throw one more 'Belgium' in there safely.

For example: keywords="belgium hotels in brussells 3 4 star belgium hotels cheap Belgium hotels".

On some phrases, it seem a substantial portion of searches contain quotes around the phrase.

Does anyone ever use quotes in the meta tags? Say there is a popular primary phrase a page targets; would it help to put that phrase in quotes in the meta KW?
