If I have these phrases in my keywords tag: webmaster resources, webmaster tools, webmaster affiliate programs; Will the word webmaster be considered a duplicate even though it is in different phrases??

I wouldn't repeat the word webmaster more than three times and I would make sure it was grouped in the same way you use it in your title. Repeating the word webmaster in multiple two-word combinations in your keyword tag won't help you rank any better for any of the terms that don't directly appear in your title, so it really isn't worth the spam penalty risk.
·Keep the repitition to 3 instances for the focus keyword/phrase
·As for the title tag I would start it with the focus word and then the other words in order of focus for that page. Title tag would also be kept to 64 to 70 characters as well.
·Description would once again start with focus word and include others as well. Focus word should show up twice. Keep to a couple sentences (200 characters).
·Focus word/phrase up to five times as close to the top of the page as possible without compromising writing style and flow. Distribute other words 2 to 3 times throughout the content as well. (Number of words is not a real issue here.)
·Also, don't forget text links using keywords to the other pages of the site.
·Name pages according to focus word/phrase, for example if the focus word is art, you would name the page art.htm

webmaster resources,webmaster utilities,webmaster games
Engines will separate out the phrases in the second and grant a higher rank for them. The first, they will assume it is a list of single kw's and ignore the phrases for the most part.

I am not sure if it was you or Oilman, that said it, but I recall reading in an older thread that there can be some benefits to leaving the commas out. What is it you?......Is this totally incorrect?
