Keyword Repetition - get it?

You say not to repeat a keyword more than 3 times in the meta tag. if i use for example, web hosting, web, web site, web promotion, small business web design, ... Are those considered disctinct keywords, or is the use of the word "web" in each comma delimited "keyword" considered repetition? Thank you for your help, great advice!

It actually works both ways. You will get indexed under the stream of 'phrases', but the repetition is across the words. "boat dock, boat anchor, sail boat, big boat" are four words. I also stay away from stemming. "boats, boating, boat" are near the same. I do use some stems that float above the 3 repetition rule, but only if needed.
