Script hiding keywords

Is a script hiding keywords on the page considered to be spamming?

Hello all!
A webpage I came by had a few sentences of keywords listed at the bottom of the page together with a hyperlink to a sitemap (that is not found elsewhere on the entire site). This was all covered up by a Javascript so that when viewing the page none of the keywords listed or the sitemap link would show. The Javascript itself shows a page which content is related to the keywords. Do you think adding hidden keywords in this way is considered to be a form of spamming?
