ALT and TITLE tags for pictures

Using the same text for them

Hello,

I'm wondering if using both ALT and TITLE tag for a picture with the same text is considered as duplicate content by the search engines - and therefore penalized.

Do you know the answer? Would be great if you could help me. Thanks in advance.

It's not duplicate content or even keyword stuffing. Browsers have been so non-standard in how they treat those two attributes that you sometimes need both if you want to get a dependable tool-tip.
