HTML not showing up in Hotmail (Window Live)

I've been trying to make a HTML email newsletter for my nonprofit, but after testing it for a bit, Hotmail (Window Live Mail) doesn't show the HTML tables at all!

It works for Yahoo and Gmail. But Hotmail still shows <strong> tags with *asterisks* and <h2> tags with --dashes--

Anyone got any experience or guess why Hotmail is not recognizing HTML mails?
