Multiple Meta Refresh Tags

I know this is a strange question, but what happens browser side if you have more than one refresh tag?

Say I have a refresh set for 20 seconds, then a second one for 60 seconds.

If the first refresh fails to load, will the second one even matter?
Does the browser ignore the first one in favor of the second one?

Just my dumb question of the day...

You'll need to test on a variety of browsers, as they may each work differently.

Options are:
- they go with the first listed value.
- they go with the last listed value.
- they read both and choose the shortest time.
- they read both and choose the longest time.

I haven't used meta refresh for a very long time. It is often the wrong tool for the job.
