Placing an Announcement box

How to it possible?

Hi All,
I have created an announcement box using html and javascript.It can be moved inside the page where ever we want. But along with this feature I need to make it stay on the screen even if people navigate to other webpages.How can it be possible?Please give me the solution.

There's no way you can make anything inline carry over to another site - only a popup window would allow for this, and even then it would loose focus when the user clicks back to the parent window.

Depending on exactly what you're trying to accomplish it sounds like a job for frames.
