Take SVG [w3.org], and you have similar functionality, all with the benefit of an open W3C standard data format, and without the stupid and pointless proprietary addressing system.

Basically, they're trying to sell a redirector service.
The actual functionality of the frogans has no real purpose than to make that fact less obvious.

It seems the visitor has to download a "free" little piece of software on the order of some music players to be able to see what's on the "layer." To me, it sounds like a little piece of proprietary software to enable people to see "layers" that are like popups made with a proprietary technology. My question would be whether viewing these popup type layers takes clicking on something intentionally, or whether they just pop up on you wherever they are if you have this plugin installed.
