Looks like they are hitting a few options here. The only META I would drop is the revisit the spiders will come back when they want to it seems to me. In the title I would work the KWs in not just do straight KWs. Same with description I would try to make it sound natural but keep my KWs in the begining of the description. In the comment tag <!-- --> I try to reuse the META description here word for word. In the H1 tag and the keyword 1, 2 , 3 area that they designated again I would try to list the KWs first but still make it natural sounding. Remember to keep KW density around 8% maximum. Yes as long as it is on topic for the page and KWs. Alt tags, I normally try to utilize but I am unsure if SEs see this.
I am sure someone will come along who is much more knowledgable than me on this but this is what I would do.

Can an H1 tag inside a comment fool the algo at some search engine or other? Well, maybe, but not at most major SEs anymore. The majors have had to protect themselves against spam in all the easily manipulated factors, such as meta keyword tags, comment tags, invisible text, etc.
However, visible H1 and H2 tags used conventionally (not inside a comment) continue to be important. Using CSS to control the appearance, there's no reason that I can see not to be totally straightforward with H tag, writing a descriptive and visible headline that uses a primary keyword phrase.
Alt attributes still seem to have influence on some search engines. So, I do use keywords in them, but I do it very naturally (imagine a blind person accessing the page) rather than artificially stuffing.
BTW, for best effect, the code should have <BODY> and </BODY> tags (maybe just an oversight, but I thought I'd mention it.)
