tile editor/creator

I plan to make a tile editior if I am unable to find one that is very good. Do you know of any good ones? Especially free? I would like to make website backgrounds and game tiles. Thanks.

If I had a perfect tile editor it would:
Show preview of how tile will look by itself and tiled.
Allow random creation.
X mirror and Y mirror.
Other techniques of tiling.
Darken, Lighten, Blur
Zoom in/out
Save/Load as BMP.
Copy/Paste

Not free (you can download a free trial), but does all you list and more: Photo Shop Pro.

Not quite sure what you mean by "other tiling techniques," but when you put the "seamless tiling" function together with the rest of the program's capabilities it can do an awful lot. I have a site with over 1000 background tiles, all made with the program. It's a bit addicting (translation: fun ;) ).
