Free, cheap or expensive - where to start?

I've been building fairly bland sites for a number of years - or sites where all images have come for the client.

A new client wants some stock images as buttons on their menus and as washedout backgrounds ("coastal" is the theme in this case).

Where do I start as far as buying / stealing / getting for free stock images?

How do you know that you are going to get something half decent if you pay in advance?

... thanks ... and then I can cut them up and convert to gif or png once I've downloaded I guess?

Also try sxc.hu, large variety of totally free (free to get as well as royalty free) images. Some are pretty amateur, but some are amazing.
