Targetting a new site for USA users

I want to make a new site but want to target USA users in particular.

I am in the UK so I dont want googles IP cloaking thinking my site is for the UK so does anyone have any tips?

Im thinking of registering a .com and hosting the DNS & Web site in the USA. BTW My UK site is in already hosted in the USA but IP cloaking by google targets it to UK users first.

My site is a .com hosted in the UK but most of my traffic comes from the US. However my keywords are uncommon. I suspect more depends on keywords/products than location.
